I was thinking the same thing. However, it's been about 15 years since I saw that movie.
Aside from the obvious that happens based on the title, the only other thing I remember about the film is that Teller actually speaks, albeit briefly, at the end.

I'm not sure about the DL thing, but if the business accepts cash as a form of legal tender, they must accept all forms of legal cash/coin. That $2 bill is as legal a form of currency as the $20 bill. Same goes true for pennies. If they accept quarters, they accept pennies, regardless of quantity.
Probably one of the few exceptions to the rule is express change lanes in highway tolls (a quickly dying entity). However, they get away with it there because the toll lanes with people will accept pennies, unhappily to be certain.
And even if they didn't, they'd probably get away with it anyway because they are a government institution. And the gov't largely does what it wants.

Ah, but if they choose to accept cash as a business, then the MUST accept pennies too. Even if the entire payment is made by pennies. A business cannot just pick and choose which form of cash they allow based on customer.

As a further tangential point (not directed at your comment specifically, but posted here because I'm too lazy to create a second comment), businesses that charge you a surcharge for spending a minimum amount to use a debit/credit card are doing so illegally.
Gas stations get away with it because they are charging you a higher price for any given transaction (though I'm not sure if that is technically legal). The gas station will charge you a higher price whether you bought 1/10 of a gallon or 30 gallons of gas.
Whereby, Mr. 7-11 (the most obvious and prevalent abuser), will require you to spend at least X dollars in order to pay with a credit card. It is illegal for them to do so. They get away with it because +99% of consumers don't know it is illegal and the Treasury Department Police (Secret Service? I forget, it's been too long since I had my training at the bank and I no longer work there) aren't exactly going from small business to small business handing out fines for that practice.
You'll notice that the bigger the chain, the less you see of that kind of thing. Wawa (similar to, but much nicer than a 7-11 [For you non-Philly centric kids]. They have a deli counter with fresh sandwiches and crap) does not pull that shady crap.
The only time I ever really see it is in 7-11's, mom & pop pizza shops, chinese restaurants, etc. The small guy that wants to make paying that $.50 to $1+ surcharge (amount depends on card type, size of business and the volume discount you get) worth the transaction.
He/She doesn't want to pay, let's say $.70 to Discover when you buy a $1.25 soda bottle that probably cost him about $.50 to buy. What is he going to do with a $.05 gross profit? Maybe pay his electric bill for that 3 minutes you were in his shop.
I say this because some dick in my training class actually went to a 7-11 and did essentially what I laid out above. After a 10 minute argument, he finally 'won'. Won at being a dick, especially because he admitted he had the cash.
When I initially found out it was illegal, I was annoyed. I actually thought it might be neat to go do what he did. However, I actually took the time to think about it, especially after learning about the prices that are charged per transaction. Based on that, I've determined that my classmate is a dick (actually, there are contributing factors to why he is a dick, this is but one) and I hope he thought about it at a later date. Unfortunately, I know what kind of guy he is, and it seems unlikely to me that he would ever see it from the small business owner's point of view.
And no, there really wasn't any point to posting this. I was just in the mood and it was marginally topical.

In addition, it's kinda shady to post this now without any nod to the time when this speech took place. Judging by the news ticker and the various comments by the speaker, this took place during the G.W. Bush presidency.
For someone not paying much attention to current events, they might assume this is recent.
