Either your not understanding the law, or I'm not understanding your point.
The law is intended to prevent robots from putting a human in a hazardous situation and then standing by and doing nothing when harm comes to them. ie, a robot helps a blind person cross a street, but then abandons him in the middle of the cross walk and lets a car run over him.

My favorite comic dealing with a heckler has to Mitch Hedberg, which I can't find a clip of. Some ass starts insulting him on stage, so Mitch jokes with him to come up on stage and the guy has the audacity to actually do it. Not deterred, Mitch hands him the mike, goes down to the audience and sits in the douche bag's chair, and starts heckling HIM when ever he tries to talk into the mic.
