The Weather Channel's program actually uses scientific models to predict these events. These are not scare tactics. In fact, the Weather Channel was to run a show simulating a category 5 hurricane tearing through New Orleans, but then it happened shortly before airing it. Oddly, the predictions were frighteningly accurate.

No, we'll never see Cheney even trying for the presidency. Otherwise, we'd so so much more focus on him. Political parties are good about fortifying their upcoming members without focusing on the present.
