The funds used for the ceremony were private; thus, how they were used is a moot point in regards to federal money spent in Iraq. Going by the idea that "they're spending too much on themselves, give more to others!" does not work here, as the funds are privately appropriated and were not meant to be spent on either the Tsunami relief (which has been given to in mass wads by other private organizations and the government) or the troops. If the donaters and sources of the money wished the funds to go to a ceremony, then they will go to the ceremony.
