Sure he's being harsh, but he's trying to relay the point that he's not some sort of prophet or messiah that MANY media outlets made him out to be at that time. (some magazines asked what color his toothbrush was? who cares!) The picture of the bum is his way to say that there's more important things going wrong in America and the UK (like abject poverty) than, per se, the color of his toothbrush.
