One word answer: Amsterdam. Everyone said that legalization would kill the region but the city just flourished even after attracting the riffraff.

Amsterdam never fully legalized the sale or use of drugs to a point that Americans would relate -- it's merely a small offense and is tolerated when done in controlled environments. Bars aren't even permitted to advertise their wares.
America could learn a lot from Holland by regulating drugs and using the taxes to rehabilitate crack and meth heads. Sounds like Gravel likes their set up.
