After looking around a bit on the site that hosts this file, I discovered a couple things.
1. The woman in the video is Brigitte Bardot.
2. The French were making music videos as early as 1960, and distributing them in video jukeboxes called Scopitones.
3. In the U.S., there was an even earlier system of music video jukeboxes that showed up in the 1930s. The early music videos were called soundies. Video may have killed the radio star, but it took a long, long time.
