If this guy is claiming that he is using water as source of energy (as this Fox news report suggests by calling it a "fuel"), he's a fraud. He's basically created a system that allows electric power to be turned into combustible gas that can be burned in an internal combustion engine. You'll need as many batteries in the car to drive his system as you would to just run an electric motor. You'll need more, in fact, because the conversion won't be 100% efficient.
The reporter doesn't know enough to ask any real questions, and a lot of the inventor's statements sound bogus. The "atomic power of hydrogen"? Puh-leeez.
