This was never really an actual "act".
It was one of the many decoy acts Chuck Barris created for the censors. The idea is the these acts were so obviously over the edge, the censors would shoot them down. With the censors happy they're doing a great job, they'd leave the real acts in peace.
Somehow, despite the obvious sexual overtones in this act, the censors missed it, and it had to go on the air. It might explain the unease and embarrassment the girls seemed to be experiencing on stage.
