Barred does not equal Barn.
A Barred Owl is shown in the video, your description says Barn owl, which is a completely different bird - not even in the same Family. It's Barred, I promise, and those things are fucking terrifying.

Yes, it's a Barred Owl, and Barred Owls eat small birds. I am guessing that in this video it is near a nest and the birds are attacking it to try to keep it away from their eggs or babies.
Barred Owls are more active during the day than most owls.

Those little birds are Dark-eyed Juncos and the action is known as mobbing. Some people also believe that small birds do this as a way of "proving their braveness" to other members of their group. It really isn't an "attack" because the Juncos can cause absolute zero harm to a Barred Owl. Many times other small birds will join in the action, birds such as chickadees, nuthatches, titmice, kinglets, and bigger birds like crows and jays...
