The apparatus is designed to minimize turbulence. It's a smooth cylinder rotating coaxially inside another smooth cylinder. Because corn syrup has such a low Reynolds number, it sets up a laminar system where the walls of the device pulls corn syrup, which in turn, pulls the corn syrup next to it, but a little less, and so on. It's mixing, but not really mixing.
You could think of it as stretching and then unstretching. It doesn't have elastic tension, but in many ways it's a similar system. Think of using taffy instead of syrup, to get an intuitive handle on how this is possible.

I call bullshit. The hand movements make me suspect the video is simply reversed in the second half.

I thought that was the case too but it is not. Compare the hands at the beginning of the forward turning motion to the ending of the reverse turning motion. Although, they could have done some video editing but that would also take some skill.
