Oh, wow...where do I begin w/this one? "What about Quebec's special needs?" (i.e., the irritating use of the French language in North America). Since us Californians are learning Spanish as fast as we can, we'd have no problem learning another Romance language...heheh. Regarding health care, the proponents of a United States of Canada dodge the issue by citing the existing US state-by-state Medicaid system that would establish a status quo for Canada's universal (and highly ineffectual) system. It will never happen. Perhaps a relaxed trade agreement or an economic agreement such as the benefits that the EU brings, but each country has its own individuality in history as well as culture.
