How the hell does that thing know he has to provide oxygen to the babies, let alone build that elaborate nest?

It's simple, actually. Several other variants of the species did not provide oxygen for the eggs and died off.

They'd shrug and say, "That's the way the designer made them. God -- I mean the unspecified designer -- likes a good laugh, and also likes every design to look just exactly like it's evolved from a previous design, so as to test our faith in our scientific theory." (Not to be confused with actually testing an actual theory.)
