It's a metaphor. Since the writing at the end is in probably in Swahili, it's understandable that the crowd was enthusiastic about safe sex, considering the AIDS crisis in that general region.

I think they are just trying to make condom use appear sexy and accepted. And like all persuasive media they created an exagerated scenario to convey those messages. ;)
