She's still supported at the upper back. If you look at the board at 3:01 you can see the board has a U shape at one end making it possible for a platform to remain after removing the board. Disguised by the cloth they wrapped around the woman but still loose at her shoulders.

Yes, but a very good trick this one is. The chair does not appear to be locked into the ground as is common with this type of trick. I think a lot of balance is required for this to work, hence the positioning of the light weight presenter, with her arms towards the top of her body. I also suspect the structure supporting her body weight is able to be locked into position once she raises her legs. There would have been weights in the chair and near her head too. I could be wrong and they could have rigged the stage, but I don't think so. Either way, this is definitely the best version of the trick I've ever seen.

on another look, Penn could have placed and removed a wire while pretending to support her feet.

Ok, makes sense. But if this is also an example of street magic trick, then there would be no wires, just a tricked out chair (solid metal? gorilla glue?)
