It is from the episode "A Tale of Two Springfields"... the badger reference comes from a badger taking over Santa's Little Helper's doghouse. To lure it out, Lisa suggests looking up the website. The rest of the episode centers on the area code change and The Who.

And yes, the folks at Fox registered this site, created it, etc.
