That's how they force the seals to go up for air sooner. The seals haven't responded yet with inventing gas masks.

Both of the 2 times I saw Keiko the whale (Free Willy) at the newport Zoo in Oregon he did the same thing. Much less exciting than jumping over jetties.

It would have made that movie way better if he'd done this trick WHILE jumping over the jetty.
