Bill subtly wants the world to start liking him. The tactic he is using is called Reputation Enhancement (the proactive variant of Reputation Management). I know this because my company's CEO coined the term.
Other reasons why Bill is doing these virals: he's a rich, retired now and has nothing else to take up his time (beside his rather impressive charity organization)... and he probably wants to have some fun with the cool guy comedian...?

Not funny. There's no likable characters in the entire thing, no one to root for. Gates and Jerry are banking 100% of their star power for laughs, there's really no other humor even attempted here.
The only funny thing about these virals is how they point at themselves, any humor to be derived in non-self aware.

What is Bill Gates field? Stealing OS's and interfaces to build proprietary monopolies with buggy second rate software?
And Seinfeld, although successful is considered to be a pompous hack among most comedians.
He made his fortune from Larry Davids ideas, Larry then left, and Jerry wrote another few seasons of very bad episodes coasting on immense popularity that had already been built up.
