He's talking about Islam, but, out of context, he could easily be describing the US under Bush.
And especially those neocons and neochristians who proudly and obtusely held up Bush as "their president" placing all their loyalty on him, nay, worshiping him instead of seeing his office, the Constitution, accountability, honor, or our great nation as above any single individual like him.
I sometimes wonder if we won't view the Bushites akin to, say, Italians in WW2 who did nothing to stand up against El Duce's regime. I guess we probably already do now.
